They may grant additional uses or apply alternate development regulations. Overlay and special purpose districts are applicable on an area-wide basis to support specific public policy objectives and may be applied to both conventional and conditional base zoning districts.
The proposed overlay and special purpose districts for the UDO include: Airport Noise Disclosure Overlay (ANDO), Historic District Overlay (HDO), Manufactured Home Overlay (MHO), Manufactured Home Park District (MHP), and Neighborhood Character Overlay (NCO).
A deeper dive into the draft concepts for the Neighborhood 2 zoning districts in the UDO. These zoning districts would correlate to the "Live" Place Types in the Charlotte Future 2040 Comprehensive Plan.
The goal of the Neighborhood 2 (N2) Place Type is to provide a range of moderate to higher intensity housing types, including apartment and condominium buildings, to meet the needs of a diverse population. The potential N2 zoning districts include: N2-A, N2-B, and N2-C, all allowing for townhome and multi-family development.
A discussion of the proposed Neighborhood 1 zoning districts and development standards. The Neighborhood 1 zoning districts are meant to align to the policy framework established by the "Live" Place Types in the draft Charlotte Future 2040 Comprehensive Plan. The goal of the Neighborhood 1 (N1) Place Type is to provide places for neighborhoods with a variety of housing types, where single-family housing is still the predominant use.
The potential N1 zoning districts include: N1-A (comparable to R-3 today), N1-B (comp. to R-4), N1-C (comp. to R-5), N1-D (comp. to R-6/R-8), N1-E (comp. to UR-1), and N1-F (allowing small-scale townhomes and multi-family on arterials). Also discussed are three N1 zoning overlay districts: N1-CCO (Cottage Court Overlay) for smaller lot single-family development allowing single-family, duplex, and twin-home dwellings, N1-RIO (Residential Infill Overlay) designed to facilitate residential infill development while maintaining and complementing existing neighborhood pattern, scale, and dwelling height/size, and N1-NCO (Neighborhood Character Overlay) intended to allow for the creation and modification of standards to preserve existing neighborhood character with compatible infill development.

Development and design standards are discussed for the six UDO zoning districts proposed for the three Centers Place Types. These include the Neighborhood Center (NC), Community Activity Center 1 (CAC-1), Community Activity Center 2 (CAC-2), Regional Activity Center (RAC), as well as the Uptown Edge (UE), and Uptown Core (UC) zoning districts. Development and design standards are also discussed for the two commercial districts proposed for the Commercial Place Type, namely General Commercial (CG) and Regional Commercial (CR).
Reframing the discussion on the Non-Residential & Mixed Use Place Types of the Charlotte 2040 Comprehensive Vision Plan and an introduction and discussion of the proposed zoning districts for those Place Types, including:
